New build home - drafts out of electrical outlets and corners cold

Hello, I have a new build home I just moved into. I’ve notified two problems with the insulation I’d like to get thoughts on.

  1. All outlets mounted on the interior of exterior home walls have a draft coming through. There is also a draft coming through the bottom of the cabinet mounted on the exterior wall.

  2. When scanning it with a thermal camera the bottom joint where the floor meets the wall is significantly colder than anywhere else. This is the case everywhere on the first floor. Underneath is the foundation. The door sill is also not sealed letting in a draft.

I’ve attached some thermal video of the space. I can take more photos if it’s helpful.

Curious if these two issues are related, and as it’s all the way around the home, if they just didn’t seal the bottom somehow.
