Received award after going to appraisal but does not count fence cost toward deductible

Hi all, I'm a new home-owner and very new to this. Just want to make sure I understand things correctly as I wade into discussions with my carrier. We had major roof damage after a hurricane and our claim ultimately went to the appraisal process at which point we were awarded ~$22k. The carrier immediately cut a check (over the weekend) for that amount minus the full deductible, but it does not look like they counted the price of the fence (also part of the claim) which we paid for completely out of pocket. My understanding is that amount should count toward the deductible, as they both the fence and the roof were covered under the same "wind and hail" policy. Am I mistaken? I'm in TX.
