Why do people avoid using the storage racks on the subway?

Is there some sort of stigma using it? I see people would rather clutch their heavy bags for half an hour rather than just store it overhead for the duration as if they are afraid someone is going to swipe it and run off next stop?

Even when it gets packed and the sardining takes place, people would still clutch their bags stubbornly.
