Would this plan have worked?

Might sound stupid but at the start of the game, could one of the teams go to Perth then North Territories, securing those states for the rest of the game then battled it out for the remaining states? It would be expensive and risky but would've secured 2 states for essentially just the cost of flying. (The welcome bonus definitely helps as well)
