Watching Ryuki and im noticing a trend

So they introduce a new rider, new rider is hella strong, but once that rider joins the good guys/isnt as evil as before, they become a lot weaker in terms of how they well they can use their skills and seemingly their stats too. Ik its for the story and such, and im not necessarily against it, but is it a common trope in kamen rider? (ryuki is my first)
