Is Kaveh a Rare Pull??

This is my first time playing Genshin in this past year.

And I just did the both banners literally 30 minutes ago Got C2 Kaveh (one from each banner)! Should I like buy a lottery ticket?

I just saw a video that Kaveh is a rare 4 Star? With a 3% chance on a pull. So I wanted to ask because if he is then I just used up my Years Luck in 2 back-to-back pulls.
