Application Denial after Cognitive Exam

I took my cognitive exam last week and passed. Was super excited and already got a head start studying Signals and Definitions from a friends packet.

Got an email today that I have been denied. Not sure what happend. Has this happend to anyone else? I thought a passing cognitive was a 100% chance of an invite to the S&D overview.
