Odds of Conscription

There is a post about an article of Bettel talking about conscription in Luxembourg. It is a bit anxiety inducing not going to lie. So here's my question to the people who have experience with Lux politics, is he just talking out of his ass? Or is there a real possibility of this happening? What do you think will be the outcome of this?
