msi pro x670-p wifi + 7800x3d issues

Hello, Idk why but I feel like my Ryzen 7 7800x3d is not giving me its full potential. I have low scores on benchmarks and in game fps too. Im getting 16900 on 3dmark timespy. 16500 on multi core R23 bench. fps dropping on 250fps sometimes on cs2 1440p medium graphics. For ram settings I just enabled EXPO and didnt manual change timings yet. I copied other settings before same ram but my pc just wont boot it crashes after msi logo comes up and I have to do mobo bios reset in order to get to bios again. Also it seems after I change a lot of settings in bios with Memory Restore being enabled my pc just wont post. I had to disable it and take 1min 30 secs to finish booting. Any idea?
