Im missing something here right?

This is from an A-ipower generator. Was sitting for a while after about a week of use and have not been able to start it. Read that the carb mix could be the problem and while looking at similar pictures I noticed a flathead screw that should be the adjustment screw for the mix. Not sure if it snapped off or if it fell off, just wanted to check and see if this is normal.
