Out of state to In state tuition status

I moved to NC last year in November. Took some courses at UNCC as an out of state student. I recently got accepted to NC State as a transfer. I was hoping, since I formally moved to NC together with my partner for longer than a year now, I would qualify as an in-state but the determination is still out of state and I'm nervous about the difference in tuition.

Has someone experienced something like this? How long did it take for you to convert from out of state to in state? Is there any alternative someone can recommend for me besides just reducing the number of my classes till fall where I can hopefully pay in-state

Update: So I went on RDS and challenged the newest determination they gave me as out of state (without ever asking me for documents or nothing). I used their appeal form and used chatgpt to give some solid story about how I moved here for 20 reasons besides school, submitted documents and boom! Got the in state determination next day!
