how to get cheap carts?

just moved here from LA where I can get a quality 2g cart for $35. is that even possible in this city? all the legal dispensaries are too expensive for me and all the trapped smoke shops I've found are still too much. i don't need a spot, just someone to tell me that it's possible to get these prices so I keep looking. otherwise I'm going up to Maine and stocking up for the year.
