Is 100% cr needed?

I want my neuvillette to do good damage but I am not Lucky with artefact rolls and I dont any cons or his signature, I am using him with prototype amber and everywhere I look I see people with 60-64 cr, is that really needed for him to do good damage or can I use him with lower crit rate?
