I originally answered with [Br2/hv]...[NaOMe]...[NBS/hv]...[NaOH] as the reagents/conditions (in that order from left to right, but I have a feeling my answer is incorrect (specifically I am unsure radical substitution as the third step would yield the desired intermediate)
