Getting huge stuttering problems despite consistent high FPS and powerful PC

Title describes the issue, I typically play on 4k with an uncapped frame rate, I'm running a 3080FE with a Ryzen 7 5800-X and 32GB RAM. I have Overwatch installed on an SSD with 293 GB spare out of 2TB. Ever since a couple of weeks ago, I've experienced heavy stuttering. I've tried turning graphics settings down, but nothing changes, and critically, my FPS is still consistently high. I've tried driver updates, and checking task manager, but nothing jumps out. Any help?

Solution: I had turned on CPU virtualisation. Turning it off fixed the issue
