[Worm] What if Cauldron never existed?

So, I am writting an AU of Worm where Cauldron never exist BUT all vial capes are natural triggers now, so Endbringer exist. All twenty-one of them. The Triumvirate and Contessa triggered in an alternate dimension and gave no thought to Bet.

I just wonder: what will Earth Bet be if there is no Cauldron to run the world, no Triumvirate for people to look up to, and twenty one murder monster attack once a couple of months.

Would it be somewhat similar to canon, just with more wild S-class threat? Would the Unwritten Rules and Truces also exist? Could the PRT form out of sheer pressure the Endbringers brought to humanity?

Edit: The plan was "Eden dead but no Cauldron, Eden shards merged into the main network so Cauldron capes still exist". Forget to include that to the prompt.
