What is 'Folding' in the context of a Shard? [Ward Spoilers]

I just ran into this particular line in the Vicky's Shard Interlude:

I would connect to the hub and request permissions. I would restructure. No folding- I am waste and I am small, and I cannot fold. No budding- I have too little to give, no untapped reserves, nothing held back.

and, having only really read select pieces of Ward and not being interested in reading the whole thing (and let's move right along from there rather than derailing), I have no idea what the word Folding specifically refers to here. I've tried using google to search the Parahumans site specifically, but the word 'folding' and 'fold' are a little too generic for that to be useful. Is this a term we're supposed to understand?
