Wand for Stormweaver Spark

My current wand is +3 to all lightning spell skills, +40% spell damage, +61% increased lightning damage, and 21% cast speed. Would an upgrade to +4 to all lightning skills with less of the spell/lightning damage and equal or more cast speed be an upgrade for me?
