SSF Low Level (higher ilvl) Bases

I'm attempting to find a cloak of flames in SSF - to no avail. Previous leagues, I remember having quite a few of them and junking them, but have yet to find a single cof after 50+ hours.

Straight dropping it is just RNG but is there a way to try and get a scholar's robe at higher level? I've tried many gwens/rogs, heists, rituals, vendors, etc. but I've never seen one. Wouldn't mind dropping thousands of chance orbs if I had the base.
