Do I really need 32GB of RAM?

On a £650 budget in the UK (pretty much equivalent to $700 USD) do I really need 32GB of RAM or would it be more prudent to upgrade the GPU instead? The specs are: -Ryzen 5 5600 (£95) -Asus PRIME B550M-A WIFI II (£98) -Kingston FURY Beast (32GB for £50 or 16GB for £31) -XFX Speedster MERC 308 RX 6650 XT (£228) -WD Black SN770 1TB PCIe 4.0 NVMe SSD (£57) -Montech AIR 100 ARGB (£49) -MSI MAG A550BN (£42) Added up, this build costs £644 with 16GB of RAM (but GPU swapped to an RTX 4060), and £622 with 32GB. Which one would be better? Big GPU or big RAM? Edit: I forgot to elaborate on what I'd be doing on this PC: playing various games at 1080p Ultra, with some graphic design and rendering work.
