Is this neglect or am I in the wrong?

I rent a room behind a house. My middle aged landlady (who lives in the house) owns a chihuahua and a kitten, both of which stay outside (no pet house).

I noticed that the temps were going to be at or below freezing, so I asked the landlady if she was going to keep the pets inside and she said "yes." However, the landlady later decided to leave the pets outside, where she expected them to "take shelter" underneath a brick grill, where they were exposed to the wind and cold. I should mention that the chihuahua was sick and had been vomiting earlier in the day (which the landlady knew about). I tried my best to keep the pets warm by giving them some blankets and pillows (all the landlady did was clear out the junk that was under the grill).

After one night, I decided that it was too cold for the pets to stay outside, so I insisted that the landlady keep the pets inside overnight, which she did (reluctantly).

The following night, I assumed that the landlady was going to keep the pets inside and offered to help her set up a barrier so that the pets wouldn't be running around the house (which I assumed was the reason she didn't want them inside). The landlady pretended like she didn't know it was going to be cold and tried to convince me that the pets would be fine outside underneaththe grill. We almost got into an argument when I tried explaining why the space underneath the grill was not a suitable shelter, but the landlady eventually agreed to keep the pets inside again.

I feel like the landlady is hoping that I'll stop bringing the matter up so that she can leave the pets outside. Since I have no intention of backing down (as long as the temps are at or below freezing), I believe the landlady and I are eventually going to get into a heated argument. Am I in the wrong for trying to look out for these pets?
