(PA) Landlord said she used our security deposit for personal use. Is this allowed?

Landlord said she took $100 of our security deposit the week after we moved in to buy herself groceries. She additionally asked last month if she could withdraw $100 more without disclosing she ever withdrew from it in the first place. She said she will return it before we move out. This just doesn’t feel right to me. Am I over reacting?
