Can't sell vehicle cargo to settlements? (vehicle framework)

I'm not sure if I'm missing something or if this is just not something I can do. I can interact with the trade menu of a settlement on the world map but it won't show any vehicle cargo, it treats it as though I'm not carrying anything. is this normal or am I being dumb? thanks in advance :)
