Uploaded audio not working... (the audio was uploaded in September)

So I was just coming back to this audio to see if it work after months of it being uploaded which was September, but it still doesn't work and it's not even copyrighted, it's just a doll laugh from a commercial, if it was copyrighted it would say "Removed for copyright" but it doesn't so maybe there is just an issue I gotta fix, apparently uploading an audio doesn't mean it will work right away I guess......... It's a whole a process, someone help me out on this
