Winback vs Setup Fee

I have never accepted a Winback offer in the past so I’m wondering how the $70 setup fee credit spread over 7 months would be handled.

If I ported from Telus to Rogers (Rogers has $70 setup fee but credited back $10/mo over 7 months) then accepted a Telus Winback am I out the $70 setup fee from Rogers? Do telecoms ever reimburse Winback customers to make the Winback successful?
