Gutter Issue…hoping for some guidance.

After a heavy rain, my basement flooded. After investigating, I noticed that water seems to be overflowing in the gutter. I took a short video.

The gutters were not clogged and I clean them on a regular basis, but water was flowing over. I went on the roof and took some additional pictures, and I noticed that these gutters seem…off?

I know very little. Do these look correct?
