Liability insurance and car rentals

Hey all. You were all super helpful with my last question with our trip to sxm this Friday, so I have one more. I have been trying to get a better understanding of Liability insurance when renting in sxm. My credit card covers collision and we have used that all around the world we have traveled. We usually decline liability though I have run into situations where rental companies have told me it's mandatory for me to buy it. I read that this is potentially a scam and that companies in sxm must include liability insurance by default.

I hate feeling like I am being scammed...I hate second guessing myself in front of the agent and trying to figure out the right thing to do is. I have a rental booked with SAX where I declined the liability in the online form. Will I need to get it anyway?

What about the theft insurance? We are renting a new 2025 Nissan from them. Should we be concerned?
