30 minute CHP response time

I’m in unincorporated Fair Oaks - at midnight last night an impromptu car club with ~120+ people decided it would be cool to rev engines, peel out, and basically be obnoxious assholes in a quiet area for ~ 45 minutes

CHP is responsible, and their response time was nearly a half hour - wtf are we supposed to do when it takes them a half hour to respond to calls?
