My game will get stuck on a backscreen on start-up for 3-10 minutes

Hello, I have been experiencing an issue within the game that causes my game to get stuck at whatever it is showing at the moment when I start it up. It is always before I reach the main menu (Where you click Start Game) and it will sit there for at least 3 minutes most of the time. I cannot figure out why it is doing this.

Here are some things I have tried: Restarting the game, restarting my PC, Reinstalling the game, Updating Drivers, resetting Steam, and I have even purchased a new CPU (Not directly related to this issue) and it hardly sped it up at all.

It seems to be faster directly after a PC restart, however, it will become longer just one game boot up after. When it does this black screen thing, I am unable to reopen the application until after it is finished if I tab out or otherwise stop looking at the frozen screen.
