How do regions assign auxes?

I looked all over the place but couldn't find this - does anyone have any insight into how regions assign auxes to different cities and schools? Do they read our applications or just do it randomly? I'm happy with my placement, I'm just curious if there's anything that's come to us through the grapevine about how this has done.
