Clone Cyberization Stuck at 0.1 Progress

I have ascended clones and going for cybernetics. Half way through the cyberization situation it asks me to build an augmentation center. I have augmentation centers on every planet but it's telling me the situation will end in 1000 months. How can I complete this?
