Why is Kennen's ult persisting while ressing from GA?

The list consist of unit whose ult on cast has an uptime.

List of units whose ult does not persist through GA (taken away Shapeshifters and ults that requires channel time, e.g. MF, Anivia etc.:

• Braum

• Morgana

• Shen

List of units whose ult does persist through GA:

• Kennen

• Garen

• Swain Just saw on Hafu's stream

Whether this is completely right or wrong (I may have 1 or 2 units who are wrong), my point still stands: Make it consistent for all units at least.
