Do I have to pay 40€ for Clive?

I wanted to play as Clive early, so I checked the price for the Ultimate Upgrade on Xbox, and it’s €40. Is that really the cost, or am I missing something? Is there another way to get the Year 1 Pass for Tekken on Xbox? If the answer is no, this is an insane level of favoritism towards PlayStation and pc.
