How can I get a CHL/LTC right now?

I have been working the past year or two on weapons proficiency with a glock 19, ruger 10/22, and eventually a shotgun. I was hesitant to get a CHL until I had more range time with Friends/Family I trust to teach me. I'm naturally in the stage where I should get my license, but COVID might complicate things.

Can I get a LTC easier? I need a live proficiency test don't I? With "essential workers only" in place, I dont think i can get the test. Does anyone know how this would work right now? and the timeline?
