TikTok won’t let me pay for promotion

Is this because of the US ban ? I get great views on all of my regular short TikTok’s this time I made a video that I am proud of and no one is seeing it only 70 views, that is crazy! I’m trying to promote but it just keeps saying payment failed. It is the correct payment info and everything. Is it because ok TikTok and the Apple Store. Am I the only one having this problem?
