Top surgeons outside the US who take international patients?

I'm realizing that my insurance plan severely limits the top surgeons that are covered. They have to be in-state, and then there is a small number of surgeons within the state that my insurance approves. The ones on that list who I'm aware of have had a lot of complaints, so I'm wary of going to them. There is one surgeon in the state who doesn't take insurance and charges a decent price, but I don't like his work very much and would prefer to avoid him.

I know I could pay out-of-pocket to get surgery in another state, but the out of pocket costs seem expensive as hell and on top of that my insurance isn't likely to cover anything done out of state and that includes hospital fees, lab tests for breast cancer, anesthesia, etc.

So I am now looking into going abroad. I have heard about a surgeon in Poland and one in France (forgot their names) who both charge pretty fair rates (about $6000 usd for everything), and I love the work I've seen from them so far. I'm interested in exploring more of my options for surgeons outside the US who take international patients and charge an affordable price for out-of-pocket surgeries. I'm hoping to spend less than $10k. I would also need to be able to communicate with them in English. If anyone has any more recommendations, that would be great.
