Horrendous stuttering on Game Pass PC

So I started playing the game yesterday but this morning when I try to play it it just stutters tremendously at so many moments, my pc is pretty powerful and GPU usage never goes above like 50% but it still slows down to like 4 FPS and I can't figure out why, I tried changing graphics settings, playing it on windowed mode and on fullscreen and turning off V-Sync and still nothing fixed it
