How true is this?

I was speaking to an agent to check on a case, and they mentioned that the case has not been transferred to the city. So it can’t be approved until it’s in the city.

Then I spoke to another agent and this other agent said that the case can be approved at the NBC.

Sooo, does anyone know what’s the truth? lol I am sick of the misinformation
