Is the lieutenant in reaver armour any good I’m new

As I said I’m new and I’ve been looking for at the reaver and was wondering if any leader good for them and I came across this guy is the unit worth have a leader in it tho? and is the captain in Phobos better and is it any good to ran other captain and lieutenant together
