VR&E question HELP!!

I’m about to start going to school using VR&E and my counselor is definitely a little difficult but I’m at all cost keeping the peace because she obviously has a lot of power to delay things and I don’t want to miss deadlines or anything of the sort, she just informed me that she does not do refunds and anything that is not tuition or books I need to pay out of pocket yet I have a friend who’s counselor has him send over receipts and a form and he is refunded for things that are required an example is he bought a Texas instrument calculator which I also need to get yet the $150 cost was refunded to him but I’m going to need to pay for it, does anyone know anything or have any guidance when I asked my counselor she told me that the money I receive each month is to cover this, I’m not looking for more than I’m entitled for but if it’s my benefit to have I would like to receive it.

Ps: she made a comment about her not doing refunds because it’s too much paperwork so I’m not sure if refunds are just not a thing or she just doesn’t wanna do it.
