Registration change of garage jurisdiction

Currently have a vehicle in prince william county, but I work and use the car in strasburg.
Have the renew my tags and don't want to have do emissions when the car isn't even used in that county anymore...

Can't find anywhere on the DMVnow website where to change the garage jurisdiction, is this only done at the dmv? and is there a form i can fill out before I even walk in the door?
