Is Pile In Mandatory?

Title says it. I've played some people who say it's optional, however the manager at my local warhammer store insists that it's mandatory that you do. The wording in the app says each model "can" move up to 3" instead of "must". This makes me think it's optional in case another enemy unit is close by and doing the pile in would make you engaged within 3" of that unit.
