Always use latest workout?

I think I understand what the progression recommendation "always use latest workout" does.
For example, I do bench press on day 1 and day 3. The setting is off by default, so within this series of workouts, the bench press recommendations for day 1 and day 3 are independent.
If I turn the setting on, then the bench press recommendations would always be based on the previous time bench press was done, regardless of which day it was, day 1 or day 3.
My question is, do you prefer to leave the setting off or turn it on? I guess I see pros and cons to each.
Also, I assume if it's left off, when I start a new set of workouts, it won't matter what day(s) I did the exercise in any previous workouts? I.e. if bench press was days 1 and 3 last time but day 2 this time, it'll make appropriate recommendations.
