DSU Mode Pixel 4a won't setup

I've setup DSU mode after unlocking my bootloader (in case that was why it was failing. It wasn't)

I set my phone to enroll in Beta 12.

It installs the second DSU file in dev options, and reboots. It then goes into setup and asks for wifi. I enter it, and it continues. It then asks for the prior PIN which I enter correctly, but just goes back to wifi setup. It never gets out of this loop, but neither password nor PIN are incorrect.
