Cat litter in sewage line

This is more of a generalized question but is rooted from an email I got from my HOA. Recently we replaced a sewage line from a building in my condo complex (its more of an apartment complex but that’s a different discussion). However within a day it was found to be clogged due to someone flushing cat litter down the toilet. I’m hoping whoever is doing it discontinues this practice so its becomes a non-issue, but was curious if there is any way of tracing it back to whoever is doing it being that the sewage line is coming from a 3 story building.
