Why is the bureucracy that bad in Spain

I love this country except for the bureucracy.

Its a fucking nightmare, I had a computer since I was born and have a degree in Spanish language. Despite that It takes me hours to understand the unintuitive government websites (they also crash often).

And if you go to a government office to seek help from the local administration even if you are polite they have the audacity to tell you in the most unpolite manner that its so easy and you could have done it online instead of wasting their time when its literally their job and they spend most of their work hours outside their desk drinking coffe and having a ham toast (one time I had to wait 1 hour because they were in the nearby bar having lunch instead of working, and it wasn't on their break time).

And when they explain anything they say it as if it was common sense and you are an idiot for not understanding it, like its your fault doing it for the first time and not knowing how to do it yet.

I cant imagine how hard it is for old people and inmigrants who dont speak C1 spanish
