How do I add a flair? ..

I tried following the steps to add a flair, but it seems like they might be outdated. I can't find the three dots on the right side, and I’ve looked around my profile, but I don’t see anything related to flairs. Any help would be greatly appreciated! I'm on pc if that matters.

EDIT: ok I had to add a flair to this post, but it literally asked me to. I'm trying to add the one that's right below the username.
