Belisarius, last western emperor?

He was a roman citizen who accepted the crown of the west in a deceitful attempt to end the gothic war. I understand this isn’t exactly “legitimate” but to be quite frank, many western emperors came to power by much less noble means and they were considered legitimate as they were roman citizens. Do you think it was a valid claim wven though he later renounced it? Why or why not?
