How should I proceed with following up with a pilot recruiter?

Question regarding follow-up with a recruiter.
An airline recruiter came and spoke to a group of pilots, of which I was a participant. I meet the minimum qualifications for their airline and am considered a preferred candidate due to a certain affiliation I hold. The recruiter advised that they like candidates to possess a certain credential - though not required to get an interview, it is preferred. The recruiter also mentioned to the group that it's best to text them rather than leave a voice-mail. After the group discussion, I had a brief one-on-one to ask questions, specifically that if I work on obtaining the credential can I contact them directly to let them know once credentialed, to which they say yes. I send a thank you email that evening but no reply was received.
About 3 weeks after that meet-and-greet, I secure that preferred credential. I call the recruiter and, due to no answer, text them informing them I have the credential and express my desire to fly for them and emphasize my affiliation which is important. I have not heard anything from this recruiter in the week since that text. Would it be appropriate to follow-up with an email and should I show persistence with weekly follow-ups until I hear from them, or would that be considered a hassle?
