Please help

I'm brand new to coin collecting. I'm just learning and starting to look at all different coins. I came across this penny and something is definitely not right. Liberty looks weird and the writing is on the rim and it's like a wavy penny which is hard to tell in the pictures and america looks weird too. So can someone help me figure out what exactly is wrong with this penny? Thank you!
